The EPE Research Center projected the
number of graduates and nongraduates
for the class of 2013 by multiplying the
2009-10 graduation rate by the number
of 9th graders enrolled that year.

Nationally, slightly more than 1 million
members of the 2013 graduating class will
fail to earn diplomas. Members of historically
disadvantaged minority groups make up a
disproportionate share of dropouts. Black
and Latino students, for example, together
account for 52 percent of nongraduates
but only 40 percent of the high school
population.

Among Recoverable Youths
An analysis of data from the 2011 American
Community Survey estimates the size of
the 16- to 21-year-old population at 27.1
million. “Recoverable” youths —those who
are not enrolled in school and have not
completed a high school education—make
up 6.5 percent of this age group, or nearly
1.8 million individuals.
Similar to the pattern observed for
nongraduates, Native American, Latino,
and black youths are disproportionately
represented among young adults who are out
of school without a diploma or other high
school credential.
