Census Into the Curriculum
Many in the region, even those who
haven't worked in the energy industry, are quick to blame federal regulations for the decline of coal jobs,
said Ethan Pugh, a junior at Jackson
Independent school district. That attitude might make them resistant to
participate in a federal program like
the census, he said.
"They blame the government for
the hardships they've had in life,"
he said. "They feel like it just takes
things away."
It may be easier to reach that group
through word of mouth from people
they trust, Ethan said. He suggested
making ads that target their kids and
grandkids.
The census work is part of the Kentucky Valley Educational Cooperative's regional strategy to engage stu-

More than 1 in 4 children younger
than 5 in the United States are Hispanic, and while many of the children are U.S. citizens, they may live
in mixed-status homes with family
members who are naturalized citizens or undocumented immigrants.
"There's still fear among those family members about responding to the
Census," said Dana Thompson, a
Child Trends researcher.

Citizenship Conundrum
A report from the Public Policy
Institute of California found that, in
2017, about 72 percent of all Californians belonged to one or more groups
that the census has historically undercounted-including young children,
blacks, Latinos, and renters.
Across the country, the biggest
hurdle to census participation this
decennial may be the failed effort by

a vision for Kentucky's future and-
hopefully-to see themselves as a
part of it.
"Every community has its own challenge. We don't focus on challenges,
we just focus on trying to solve them,"
aid Jeff Hawkins, the organization's
director.
In some districts, students learn
construction skills by building tiny
homes. Other students have learned
to pilot drones, code websites, and
operate coffee shops that serve as a
gathering space for the public.
"We are not saying the future is
bleak," said Ava Dixon, a junior in
Hazard County.
Harlan County 6th grade teacher
Debbie Napier, who works with other
teachers in the cooperative, worked
with her class to use historical census
data to create a "virtual field trip" to
Lynch, Ky., once known as the "Cadillac of coal towns."
Laying data about major historical
events next to population figures,
students identified points of interest that they marked with codes that
visitors could scan with their mobile phones for more information.
The students learned about the 180
coal camps that used to dot the hillsides around their community and
the segregated shower houses men
used before returning home for the
evening, Napier said she wanted to
build a sense of pride in the community, which declined from 10,000
residents at its peak to fewer than
1,000 today.
And when Napier discussed the
census, she'd emphasize its significance today, reminding them that "If
you live with Granny, make sure she
marks you down."
In Magoffin County, teachers also
plan to incorporate the census into
their lesson plans. The aim is to have
students bring those classroom conversations to the dinner table and the

U.S. Supreme Court refused to uphold
the plan, but experts fear the damage
is already done and the 2020 count
will come up short.
Under federal law, the bureau cannot share census responses that identify individuals to federal agencies,
including Immigration and Customs
Enforcement, for decades.
But ramped-up immigration enforcement and anti-immigrant rhetoric and violence have spread fear for
residents who want to avoid the possibility of contact with immigration
officials. The Census Bureau hopes
that most households will fill out the
census online, on paper, or by phone
before the bureau starts sending out
workers to knock on doors.
At Americas High, which is part of
the Socorro Independent schools,
Danina Castro and Myah Gonzalez,
both 15, are leading efforts to focus
on two census tracts near campus
where less than 70 percent of house-

that might keep their neighbors from
participating.
Some kids "jump around" from
aunt, to mother, to grandmother's
house, they said. Should a grandmother count her daughter and
grandchild?
Much of the 2010 youth undercount was from families that turned
in the census form but left off a child,
Swann said. Eastern Kentucky has
one of the country's highest rates of
kinship care-children in custody
of nonparental relatives-and some
adults are confused about who to
count as part of their household.
The students quickly pulled up
an old photo cast of "Full House," a
1990s sitcom about a blended family that included a father, his three
daughters, his friend, and his brotherin-law's family living under one roof.
"We all count," they typed at the top
of the image.
And they shared other concerns
adults hadn't considered, like people
in group recovery homes and foster
children.

forefront of their parents' minds, Superintendent Scott Helton said.
Students will also sit at census information tables at high school basketball
games, and schools plan to set up computers in school cafeterias so that residents without internet access have an
easy way to fill out the form.
It's a strategy that's also promoted
by the federal Census Bureau, which
has produced classroom materials for
teachers.
"We're hoping that we get these students to buy into trying to help their
community," Helton said. "It won't just
benefit the school, but it will benefit the
entire region."

In addition to language and cultural
barriers, the students and their advisers are facing another barrier: fear.
In August, a gunman, who police
say targeted Mexicans, opened fire
in a Walmart in the city and killed
22 people. He had posted an online
statement with strong anti-immigrant themes shortly before the
shooting.
The Walmart is less than 10 miles
from Americas High.
"Because of the shooting, it makes it
really difficult for us to go out there and
tell the people that it's safe to do this,
that they can trust us," Castro said.

Building Trust
As the Trump administration
threatened to ramp up deportations
of undocumented immigrants, the
Los Angeles Unified schools pledged
to protect the rights and privacy of
students who don't have legal immigration status.

But the assurance that schools
would be a safe zone took a hit in 2017
when federal agents detained an undocumented father after he took his
daughter to school in Los Angeles.
The school system hopes that what
began as a know-your-rights campaign for immigrants will now evolve
into an operation that can get more
people to complete the census, said
Antonio Plascencia Jr., the district's
director of civic engagement.
The 675,000-student district will
put up posters on each campus to alert
parents and students of the upcoming
census. When the count begins, residents will be able to use the district's
school-based parent- and community-engagement centers to access
Wi-Fi to complete the census online.
The district will also broadcast
public service announcements in six
languages-Armenian, English, Farsi,
Mandarin, Spanish, and Tagalog-to
encourage census participation and
share it on social-media platforms
such as Facebook, Instagram, and
Twitter.

Across the country in Palm Beach
County, principals are using the mapping technology at presentations for
parent-engagement nights, family
meetings, and other school events to
highlight low-count areas. The Florida
district will also rely on lesson plans
to educate students about the census
and its importance, with the hope that
they convey the information to people
in their homes.
Roughly 1 in 4 Palm Beach County
residents were born outside the
United States, and the district serves
children of seasonal farmworker families who migrate there to find work in
the sugar-cane industry.
"I hope in my heart that parents,
families, and children trust schools
and the information that they
get there and rely on it," said Dana
Zorovich-Godek, the administrative director of special projects in the
Palm Beach schools and a co-chair
of the district's complete-count
committee.
"It's important that everyone's voice
is heard."
