Today, researchers and supporters say those schools face one of their most complex challenges yet: the continued growth of charter schools. Since they first opened two decades ago, charter schools have emerged as competitors to Catholic schools for reasons connected to school systems’ missions, their academic models, and the populations they serve. Charter schools, which as public schools are free of tuition, have their strongest presence in urban centers, traditional strongholds of Catholic education. Many charter schools tout attributes similar to those offered by the church’s schools, such as disciplined environments, an emphasis on personal responsibility and character development, and distinctive instructional and curricular approaches. Districts Adjust to Growth in Older Population Seniors Now Outnumber Students in More Than 900 Counties Across the U. S., Census Data Show By Sarah D. Sparks The 1,000-student Allegheny Valley district in Pennsylvania boasts generations of alumni and a community so involved with the schools that high school graduation becomes an open celebration in downtown Springdale Borough. Yet the district hasn’t asked for a tax increase in three years, and it is pushing out a message to older residents about energy conservation, equipment reuse, and other cost savings. Allegheny Valley is located in one of more than 900 counties where residents 65 and older now edge out school-age children. Out of more than 3,000 counties and county equivalents nationwide, seniors outnumber schoolchildren by more than 2-to-1 in 33 counties, recent data from the U.S. Census Bureau show. Educators in such counties are grappling with ways to keep the older community engaged in and supportive of their schools, from bringing older residents into classes to reframing education issues to address safety and economic concerns. “We’re conscious of the fact that our population is more skewed to the senior population,” said Allegheny Valley Superintendent Cheryl A. Griffith, “and countywide, we’re probably in the lower third of income; many of our seniors are on fixed income.” The combination of rising life expectancy and falling overall fertility in the United States means that, by the middle of this century, the nation will join Europe, Japan, and other areas across the PAGE 14 > Advocacy Tactics Found to Differ By Families’ Class By Sarah D. Sparks If it’s the squeaky wheel that gets the grease, middle-class children are more likely than their lower-income peers to grow up learning how to make the gears of the education system turn smoothly. Working-class parents, meanwhile, tend to raise their children to avoid conflict and be self-sufficient in problem-solving, an Indiana University researcher says. The findings, the latest from a longitudinal study of Pennsylvania students, suggest parents of different classes may teach their children very different approaches to navigating the school system and championing their own education, priming them for later academic challenges or success. Maxwell & Nirvi Shah A kindergarten teacher in a San Diego public school last fall referred six of her students—all English-language learners— for evaluation for special education. All of them, as it turned out, needed eyeglasses; one needed a hearing aid. None needed to be placed in special education. A few years ago, such simple explanations for the students’ academic difficulties might not have been picked up so early. But last year, the 132,000-student San Diego district—with a history of lopsided referrals of English-learners to special education— created a step-by-step process to make sure every explanation and intervention for a child’s lagging academic performance had been examined before assigning a placement in special education. “Special education had become the default intervention,” said Sonia Picos, a program manager in the district’s special education department. “Special education was seen as the place with the answers, without taking into consideration what the long-term implications were going to be for the students.” Accurately identifying Ell students who also need special education services has long been a problem for educators.
