Educational Broadband Service News Story Draws Fire

K-12 Broadband Matters to
Public-Policy Success

Important Perspective Lacking
From Virtual Charter Reporting
To the Editor:
The company I lead, Connections Education, is
an accredited provider of virtual K-12 education
solutions. We further online learning by supporting
students and schools as we pursue innovation
and best practices and demonstrate efficacy. We
encourage and welcome conversations about how
virtual schools serve students and how best to
ensure and measure success. However, Education
Week's recent special project on virtual schools does
not reflect the existing value and future promise
of virtual school options ("Rewarding Failure:
An Education Week Investigation of the Cyber
Charter Industry," www.edweek.org, Nov. 3, 2016).
Each year, thousands of students and families
choose virtual schools because they need and
want a school option beyond the traditional
classroom. These students choose to attend for
myriad reasons: They might be struggling and
need to catch up with a specific subject matter,
they might have been bullied, or they might need
the flexibility virtual schooling offers to pursue
athletics. Or they might be ill and want school
to be a place of certainty despite their physical
limitations.
These family stories are vital to the broader
discussion about virtual schooling.
We continue to be disappointed that their
voices are so often absent from national media
reporting, and that they were lacking in Education
Week's series about virtual schools. In the entire
package, there was scant mention of the families
and children for whom virtual schooling works.
Instead, it focused on controversies, including
narrow performance metrics that are inaccurate
measures of quality for schools that serve a highly
mobile population of students.
I encourage reporters at Education Week and
other news outlets writing about virtual schooling
to visit one of the schools we support and to meet
with families in their homes to see the school from
their perspective.
People who experience this virtual education
firsthand from the teachers' and students'
perspective see the richness of the curriculum,
the personalization, and how (and why) virtual
schooling works for these families. This valuable
insight offers a more balanced view of virtual
schooling, a view we wish was reflected in
Education Week's recent project.

To the Editor:
As chair of the National Educational
Broadband Service Association, which
represents the interests of Educational
Broadband Service licensees and
educators interested in EBS, I wanted to
point out that there have been a number
of other proposals submitted to the
Federal Communications Commission for
the currently unlicensed EBS spectrum
other than the now-somewhat-dated
2008 proposal referenced in last month's
article "Ed. Groups Calling For FCC
Action" (Oct. 26, 2016). For example,
NEBSA was instrumental in bringing
varied stakeholders together to submit a
consensus proposal to the FCC in 2014.
We believe that our consensus proposal
is a better framework than the 2008
proposal because it is both workable
and equitable. It would make nearly
4,000 new station applications available
for educators across the country, while
limiting the number of new station
applications that could be filed by existing
EBS licensees.
Despite the implications of your
article, what has happened with the
EBS over the last decade is an important
public-policy success-a public-private
collaboration resulting in the robust
deployment of formerly underutilized
spectrum to bring advanced wireless
services to millions of users and
tremendous educational benefits to all
levels of education, from early childhood
to postsecondary and beyond.

EBS Licensees' Contributions
Deserve Recognition
To the Editor:
The Federal Communications
Commission showed great foresight
about the role technology would play in
education when, in 1963, it reserved a
spectrum band for use by educational
institutions and nonprofit entities whose
missions are educational.
Voqal, the company I lead, is composed
of five organizations that hold EBS
licenses. It was founded on the belief that
we should seek a democracy comprised

of an educated, empowered, and engaged
public. That's why our company has
devoted more than $25 million to benefit
underresourced populations across the
country through such means as mobile
broadband service for schools and
nonprofit organizations, grants to support
education and improve social policy, and
help for fellow educators as they expand
the benefits of holding an EBS license.
Voqal welcomes transparency and
improved FCC regulation of the EBS, but
at the same time hopes that Education
Week readers will recognize that we, and
other EBS licensees, make extensive
educational and social contributions right
now, something which was not recognized
in the article.

Provider's Reach Misrepresented
To the Editor:
I am writing in response to the article
"Ed. Groups Calling For FCC Action" (Oct.
26, 2016).
The North American Catholic
Educational Programming Foundation,
which your Oct. 26 article referenced as
having made a limited contribution to
educational media, is the second-largest
Educational Broadband Service provider
in the United States, with 52 licensed
markets, including 24 in rural areas. We
make extensive use of our EBS spectrum
through Mobile Beacon, which provides
tens of thousands of unlimited, 4G LTE
internet connections to schools, libraries,
and educational nonprofits across the
nation.
Our broadband service supports
education for at-risk populations at every
level, including students from low-income
families, seniors, and persons with
disabilities. As the article mentions, this
year alone Mobile Beacon has donated
more than $1 million worth of 4G LTE
modems. Not mentioned was the fact
that these modems expand broadband
access and educational services to more
than 4,000 schools and educational
organizations.
We agree with the article on an
important point: Available spectrum that
is not used when schools are in need
of additional broadband connectivity
needs to be addressed. We are an active
advocate for increasing the use of the

EBS in the United States; however,
many licensees already make significant
contributions to America's educational
fabric, and those should not be ignored.

Students and Teachers Deserve
'Technology Rich' Education
To the Editor:
I am unfamiliar with the history and
complexity of the Educational Broadband
Service covered in your Oct. 26 article,
but I am very familiar with the impact of
the North American Catholic Educational
Programming Foundation, which the
article dismissed by saying there was
"limited evidence" of its "contribution to
educational media."
