Will a President Trump Boost or Undermine School Choice?

School choice advocates are waffling
between excitement for potentially unprecedented new opportunities under a Donald
Trump administration, and concern that the
president-elect could also dramatically undermine the school choice movement.
While Trump's promise on the campaign
trail to spend $20 billion on school vouchers
for low-income students could herald a massive expansion of school choice, the election's
polarizing outcome and Trump's comments
on race could also prove corrosive to the
school choice movement's increasingly tenuous claim to bipartisan support-in particular for charter schools.
More than half of the nearly 6 million students enrolled in the nation's charter schools
are black and Latino.
"It seems highly likely that there might
be some increase for the federal [charter
school] program. ... We would applaud that.
The problem is almost everything else," said
Shavar Jeffries, the president of Democrats
for Education Reform, a political action committee that supports charter schools and
teacher merit pay.
But the group is also calling on any
Democratic candidate for U.S. Secretary
of Education to reject an invitation to join

the Trump administration. Trump has
met with some education leaders rumored
to be under consideration for the post, including Michelle Rhee, the hard-charging
former schools chancellor in the District of
Columbia.
"If charter school policy becomes primarily identified with Trump and his agenda,
that could undermine the political viability of charter school policy with progressives and people of color for a generation,"
Jeffries said.

Money Follows Students
Trump's most detailed education proposal
during the campaign was a pledge to allow
states to use $20 billion dollars in federal
money that would follow low-income students to a school of their choice, be it a private, magnet, charter, or traditional public
school.
Lawmakers last year rejected a similar
proposal attached to the reauthorization of
the Elementary and Secondary Education
Act that would have allowed federal money
to follow students to the school of their
choice.
If such a program were passed under
Trump's administration-and that's a big if
because of the scale of the proposal and one

that would require Congressional approval-
it would represent an enormous expansion of
private school choice programs.
Current public spending on private school
programs in states is about $1.5 billion, according to Robert Enlow, the president and
chief executive officer of EdChoice, a school
choice research and advocacy group that
until recently was known as the Friedman
Foundation.
Even if that plan is never realized, there's
plenty for supporters of vouchers to celebrate, he added.
"One of the reasons I'm excited about the
next four years, in terms of school choice,
there is going to be a chance to advocate and
educate about this issue," said Enlow.
Another encouraging sign for some advocates: Trump's transition team has no shortage of school choice stalwarts.

'Unprecedented' Support
In addition to Vice President-elect Mike
Pence, who oversaw aggressive expansion
of Indiana's school voucher program during his tenure as governor there, Trump has
also tapped experts from right-leaning think
tanks to advise his transition team on education policy.
"It's kind of unprecedented to have this

many people from the top on down who not
only embrace school choice, but understand
it," said Jeanne Allen, the founder and chief
executive officer of the Center for Education Reform, a longtime proponent of school
choice.
Gerard Robinson, a research fellow at the
American Enterprise Institute and a former state chief in Florida and Virginia, is
advising Trump's transition team on education issues, along with Williamson Evers,
a research fellow at Stanford University's
Hoover Institution.
School choice advocates are also hopeful
that with support from the Trump White
House, Congress will expand the District
of Columbia's private school voucher program-known as the D.C. Opportunity
Scholarship Program.
The program, which is the only federally
funded voucher program and is currently
ly funded at $20 million through 2016,
has been in limbo for a while. The Obama
administration has long opposed it, and
while the U.S. House of Representatives
voted to reauthorize the program in April,
the Senate has not yet acted on a companion
bill.
There are some private school choice supporters who are wary, however. Jonathan
Butcher, the education director for the Gold-

Making child care more affordable for working families was one
of a handful of education policy positions that President-elect Donald
Trump tackled with some specificity on the campaign trail, promising to offer "much-needed relief"
through a combination of tax deductions and credits.
But the incoming administration's views on a number of
other early-childhood initiatives
championed by the Obama White
House-including federal support
of state-run preschool programs,
home visiting, and Head Start-
are as yet unknown. The earlychildhood-advocacy community is
still grappling with what a Trump
administration will mean for
those policies and many others.
On the one hand, both Trump
and his vice president, former
Indiana Gov. Mike Pence, have
made high-prof ile pitches on
early-childhood issues. As governor, for example, Pence in 2014
made a rare appearance before
the state Senate to push for a preschool program, and Indiana now
has a pilot program operating in
five counties.
A wise path for the Trump administration would include continuing programs that already
exist, said Kris Perry, the executive director of the First Five Years
Fund, citing current federal efforts
to support state preschool and to
link private child-care providers

and Head Start.
"We've enjoyed eight years, if not
longer, of increasing national and
federal attention to early-childhood
education," said Perry. "The federal
role is one of partner. There is some
accountability around quality, but
[federal officials are] not in the
driver's seat."
Katharine B. Stevens, a resident
scholar on early-childhood policy at
the conservative American Enterprise Institute, believes that Trump
will be focused on programs that
are popular, and that early-childhood policies could be a vehicle.
"It's clear that child care is a concern for an enormous number of
families," Stevens said. The goal
for advocates should be to convince
Trump that supporting certain
programs, such as home visiting
and improving child-care access "is
going to win him a lot of points with
a lot of people," she said.
Here's a look some of the earlychildhood programs that have been
a part of the federal landscape for
the past eight years, as well as an
examination of Trump's own proposals related to early childhood:

Trump Proposal
Affordable Child Care: Critics of
Trump's initial child-care-affordability proposal said zeroing in on
tax deductions would tilt the benefit to more-affluent families who
are able to itemize their taxes.
Since he first mentioned the topic,
the proposal has been changed

to add elements that are geared
toward lower-income families as
well, including:
* A child-care rebate for low-income families that don't pay taxes,
delivered through an increase in
the Earned Income Tax Credit;
* A dependent-care savings account allowing families to save
$2,000 a year pretax, with up to a
$1,000 contribution from the federal government for lower-income
families;
* What it calls a more favorable
regulatory environment for "familybased and community-based solutions," rather than center-based
care; and
* Incentives for employers to
provide child care and six weeks
of paid maternity leave for women
who have given birth, paid for
through the unemployment-insurance system.
But the provisions related to child
care are just a part of Trump's tax
proposals, and there is a debate
over their overall impact on family
resources.
The entire package would end
up raising the taxes of low- and
middle-income families, including single working parents because of other provisions such as
eliminating the head-of-household filing status and reducing
the amount that could be taken
as a personal exemption, said a
report written by Lily Batchelder,
a visiting fellow at the UrbanBrookings Tax Policy Center.
During the campaign, however,
Trump's camp disputed the analysis, saying that it didn't take
into account the economic growth
