WITH GROWING EVIDENCE that the nation's cyber

charter schools are plagued by serious academic and
management problems, Education Week conducted a
months-long investigation into what is happening
in this niche sector of K-12 schooling. The result is a
digital-only, deep-dive account of what's wrong with
cyber charters, to be published Nov. 3 on edweek.org.
Education Week uncovered exclusive data on how
rarely students use the learning software at Colorado's
largest cyber charter, the questionable management
practices in online charters, and how lobbying in
scores of states helps keep the sector growing.
Staff Writers Benjamin Herold and Arianna
Prothero examined hundreds of financial and
management documents about online charters,
conducted scores of telephone and in-person
interviews, submitted public-information requests,
and collected and analyzed reams of data. They
worked with the Education Week Research Center and
Education Week Research Library to vet and present
data about cyber charters and feature a wide-ranging
list of articles and reports that document widespread
troubles in online charters dating to the early 2000s.
These schools serve more than 200,000 students
across 26 states. Collectively, they receive more than a
billion taxpayer dollars each year.
But the problems-such as those outlined in this
report-are attracting the attention of researchers,
who have documented the poor academic performance.
Major school-choice advocacy groups are calling for
significant reforms to the sector, which critics claim is
virtually unregulated. Some states are acknowledging
they can no longer ignore the issue-Ohio, for one, has
begun aggressively auditing the schools.
Online-charter advocates counter that the schools
provide a safe haven for students who would not
otherwise succeed in regular public schools and offer
flexibility that some students and parents want. They
argue that cyber charters should not be evaluated by
the same measures as regular public schools.
But the reality is that state legislators and K-12
officials must take a hard look at cyber charters
and ask: What can be done to improve academic
performance and management practices? How
can they do a better job of holding these schools
accountable? And what are the implications if no
action is taken?
We hope Education Week's investigation begins to
help answer those questions.
