The driving factor: For the past few years, hundreds of paper and timber mills in the heavily forested states N O TI have shuttered, state ELEC tax revenue has dipped, and school districts have suffered a series of debilitating budget cuts. After several frustrating years of wrestling with legislators to boost K-12 revenue, the unions are taking two carefully worded tax initiatives directly to those states' voters this fall. Oregon voters will decide whether to impose a 2.5 percent tax on corporate gross sales that exceed $25 million. In Maine, voters will decide whether to levy an additional 3 percent surcharge on the portion of any household income exceeding $200,000 per year. But the movement is dogged by questions about one of its key selling points: that students can get a jump-start on college by transferring those credits. Take the case of Sabrina Villanueva. As an ambitious high school student in Dallas, she earned 12 credits at a local community college by taking speech, government, psychology, and sociology. Because the courses were part of a dual-enrollment partnership, they counted toward her high school graduation requirements, too. But when Sabrina moved into her dorm at the Uni- versity of Rochester last fall, she got bad news: None of her college credits were accepted for transfer. So much for her dream of minoring in psychology or sociology while majoring in engineering. Without those credits, she won't be able to assemble enough coursework in those disciplines to do it on the typical fouryear college timetable. "I was kind of upset," said Sabrina, who's now a sophomore at the New York college. "The work I did didn't get accounted for in every aspect I wanted it to." The dual-enrollment movement is having growing pains, as issues with credit transfer arise alongside its well-documented benefits. In many cases, those teachers have no more to go on when assigning children to classes than the limited information they were able to glean from kindergarten-orientation sessions. That lack of deeper knowledge about their new pupils can lead to classroom imbalances in terms of readiness and social skills that are hard to fix as the school year progresses. But at a handful of elementary schools in suburban Washington, kindergarten teams have developed a way to address the issue, borrowing a technique more commonly One of the foundations of federal special education law is that students with disabilities should be educated "to the maximum extent appropriate" with their peers who do not have disabilities. But some researchers have recently found that young children without disabilities are negatively affected when they're educated in the same classrooms as students with emotional and behavioral disabilities. In looking at a nationally representative sample of students, researchers have found that the young children who shared a classroom with pupils who have emotional and behavioral disabilities had more absences, lower math and reading scores in kindergarten and 1st grade, and were more likely to act out in the classroom or struggle with social skills.
