With prospect
of prolonged
closures,
districts may
struggle with
e-learning

School closures stemming from the novel coronavirus have begun escalating in the United States, with the
24,000-student Northshore district in Washington state
announcing late last week that it will close and shift to
online learning for up to 14 days. It's the first real test of
prolonged distance learning to rise out of the arrival of
COVID-19 in American communities.
E-learning has been touted as a potential tool for mini-

mizing disruption and keeping instruction flowing during
an extended break-but significant gaps in access and resources mean not all schools are prepared to offer virtual
classes, and not all students are equipped to learn online.
Two districts in New York's Westchester County were
also to be closed until the early part of this week, and a
smattering of other schools and districts have closed for
a day or two recently.
Worldwide, the outbreak has already forced the

Student-body President Kahlil Robertson joined more
than 50 of his classmates from Walter Hines Page High
School as they poured off a big yellow bus on the Friday before Super Tuesday and formed a line for early voting here
at the Bur-Mil Club polling station.
Candidates had been regularly coming to speak at Kahlil's
church for months, and he considered himself relatively well
informed on his top issues-gun control, the affordability of

health care, and higher education-but he was still nervous
filling in his paper ballot.
After all, he'd never done it before.
Kahlil was among more than 170 Page High students-
and more than 850 students from 28 schools districtwide-
to vote for the first time as part of new civics education field
trips in Guilford County Schools. The field trips, which included class discussion and instruction on the voting process, raised students' participation in the Super Tuesday primary and student interest in the 2020 presidential primary

Montana, like many other states, helps some students pay for
tuition at private schools. But the requirements for the schools
that participate in its tax-credit scholarship program are scant:
They do not have to hire teachers with college degrees or
conduct criminal background checks on all their employees.
Schools do not have to publicly report graduation rates or demonstrate that they are on sound financial footing.
And no entity-be it the state, the organization that awards
the scholarships, or the private schools-is required to
track and report basic demographic data on the students who

States Scouring Landscape
For New Pots of Revenue

As state legislatures from Maryland and Virginia to Hawaii search
for substantial new streams of tax revenue to shore up and overhaul school systems, the list of potential targets to tap gets longer
by the day: online advertising, marijuana, corporations, and-of
course-the rich.
By broadening their tax base, lawmakers think they can start paying down rising pension and other K-12 costs while sparing property
taxes and the political blowback that would bring.
But it remains to be seen whether these new and sometimes novel
revenue streams are sustainable, legally permissible, politically viable, or even capable of bringing in the billions of dollars generated
by mainstays like income and property taxes.

Are They
Racist and
Sexist?

The length of De'Andre Arnold's dreadlocks didn't
keep him from walking the red carpet as a guest at the
Academy Awards.
But his shoulder-length hair, which he has grown
since he was in middle school, will keep him from receiving a diploma from the Texas school district he
has attended since kindergarten.
Earlier this year, a social-media swarm enveloped

De'Andre and Barbers Hill Independent School District, a school system of some 5,400 students in Mont
Belvieu, 30 miles from downtown Houston. The district's dress code bans male students from having long
hair. It also states that they cannot wear their hair in a
style meant to skirt the rule that hair can't grow below
the eyebrows or earlobes or touch a T-shirt collar.
Cut your hair, De'Andre was told, or face the prospect
of not participating in the May graduation ceremony.
That is where the situation remains, even as

De'Andre was feted by celebrities and professional
athletes for refusing to cut his hair.
The social-media glare has dimmed on this particular dust-up, but it's all but certain a similar controversy
will flare soon in another school district, when dress
codes clash with a growing number of students, parents, and researchers who see such rules and their
enforcement as rife with racism and sexism.
