Buffalo Petition
Marks Pro-Trump
Board Member
Five Buffalo teachers have
filed an official petition with the
New York education department
seeking to remove Carl Paladino
from the city's school board over
derogatory comments he made
about President Barack Obama
and first lady Michelle Obama.
Although a number of groups,
including the Council of the
Great City Schools, have blasted
Paladino's remarks published in
a newspaper last month as racist, the teachers were the first to
take the formal action to have
him removed.
The calls for Paladino's resignation ignited last month after
a survey he responded to was
published in a local Buffalo
media outlet, the Artvoice. In
his response to questions about
what he'd like to see happen in
2017 and who he'd like to see go
away, Paladino told the publication that he'd like for President
Obama to catch mad cow disease
and die and for Mrs. Obama to
"return to being a male and let
loose" in Zimbabwe to live with
a gorilla.
The comments were widely
condemned as racist and calls
for his ouster began immediately. His comments were also
denounced by a spokesperson
for President Donald Trump, for
whose campaign Paladino served
as New York co-chair.
In December, Buffalo's school
board approved a resolution by
a 6-2 vote condemning the comments. Paladino said he took
full responsibility for the comments, but has refused to quit.
"Hell, no," he said when asked
by Education Week if he would
step down.
New York's education commissioner can remove a school board
member for neglect of duty or
willful misconduct, but a formal
application seeking removal must
be submitted to the commissioner
within 30 days of the action that
led to the complaint, according to
state law.

superintendent, Venessa A. Keesler.

SCHOOL IMPROVEMENT
"School Improvement Grants: Implementation
and Effectiveness"
Adopting a school improvement model under
the multibillion-dollar federal school improvement grants didn't lead to any significant improvements in students' math or reading test
scores, graduation rates, or college enrollment,
according to the Institute of Education Science's final evaluation report on the program.
The school improvement grants launched
in 2009 as part of the federal economic stimulus, asked districts to use one of four school
improvement models for their chronically
underperforming schools. Researchers from
Mathematica, who conducted the evaluation,
found no difference in test scores for students
in grades 2-5 who attended a school using one
improvement model over another. However,
they found students in grades 6-12 performed
better under the turnaround model-which
required a school to replace its principal and
at least half of its staff, implement comprehensive school reform, and extend learning time,
among other things-than the transformational model, which gave districts more flexibility to design their own plans. -SARAH D. SPARKS

LITERACY
"What's Hot in Literacy"
What many teachers note as being "hot" in
national conversations about literacy isn't what
they think is most important, according to a survey by the International Literacy Association.
The group asked literacy professionals, including teachers, instructional coaches, and
others, to rate the importance and visibility of
17 literacy topics in their communities. Nearly
9 in 10 rated standards and assessment and
educational technology as the "hottest" topics
in their community, but those were not in the
top five topics the educators considered the
most "important."
Parent engagement, access to books and
content, literacy in resource-limited settings,
teacher professional learning and development, and early literacy, on the other hand,
were rated as significantly more "important"
than "hot."

SCIENCE INSTRUCTION FOR ELLS
"Unlocking Learning: Science as a Lever for
English-Learner Equity"
Integrating innovative science courses and
English-language instruction can dramatically boost student achievement in the sciences,
reading, and writing, finds a new study from the
Oakland, Calif.-based Education Trust West.
The report explored how six California districts with sizable English-learner populations
taught science to students. The curriculum in
each district was aligned to the Next Generation Science Standards, a set of common science standards adopted by states that emphasize scientific inquiry. The study notes that
conducting experiments in teams forces ELL
students to communicate, allowing them to
practice their problem-solving and Englishlanguage skills at the same time.
To better prepare teachers to serve as science teachers for ELLs, the districts teamed
up with science education institutions to access in-person and virtual training sessions.
Some of the districts saw meteoric testscore increases and many ELLs performed
just as well on standardized science exams,
and sometimes better than, their peers whose
first language was English. They also outperformed English-learners at schools that offered few or no science classes for ELLs.

"Common Core Revisions:
What Are States Really Changing?"
Twenty-one of the 46 states that adopted the Common Core State Standards
are revising the standards, but most are
not making substantial changes, according to an analysis by the research firm
Abt Associates.
As part of a report for the Massachusetts executive office of education, the
group reviewed the types of changes
states made to their own common-corebased standards.
Eight states so far have repealed or
withdrawn the standards, 21 have made
changes, and 17 have left the standards as
adopted. In a more in-depth look at nine of
the states that made changes-Alabama,

that the progress made in the districts offers
hope to other school systems where ELLs, who
represent roughly 1 in 5 students in California, are struggling with science instruction.

Arkansas, California, Florida, Georgia,
Mississippi, New Jersey, Ohio, and Utah-
the researchers found more than threequarters of the standards in math or English/language arts were left alone.
Moreover, nearly 70 percent of the
changes that were made in either math
or language arts across all grades were
simply wording or format clarifications to
make the standards easier for educators
or the public to understand. The states did
not change the content or grade level at
which the content was presented.
Another 25 percent of the changes added
a standard or a concept to an existing
math or reading standard. In only 6 percent of the math or reading changes did
states delete a standard, and none lessened their rigor.

"School Bus Safety: Crash Data Trends and
Federal and State Requirements"
In spite of recent high-profile bus crashes in
Texas and Tennessee, a new Government Accountability Office report suggests school buses
are still a safe way to get students to school.
From 2000 to 2015, there's been an average of 115 fatal crashes involving a school
bus each year in the United States, the GAO
found. That's only a third of 1 percent of the
nearly 35,000 fatal crashes during that time.
The GAO report found that all states require
school buses to be inspected every year, and 40
states require both pre-service- and refreshertraining courses for bus drivers. The details of
that training varied, though. Tennessee, where
six children were killed when a Chattanooga
bus flipped in November, requires bus drivers to
receive four hours of training each year, but does
not mandate initial training. By contrast, Pennsylvania requires 20 hours of initial training
for school bus drivers and 10 hours of refresher
training at least every four years.

Teachers make up about one-third of participants in the massive open online courses
offered by the Massachusetts Institute of
Technology and Harvard University, according to a new report by researchers at the two
institutions.
The report is based on four years of data
from the courses, known as MOOCs, on edX,
a nonprofit provider of online classes for lifelong learners worldwide, which was started
in 2012 by the two universities. They found
32 percent of MOOC-takers said they work
(or worked) as teachers. Nineteen percent of
the teacher participants said they took an
open online course-mainly in humanities,
history, religion, design, and education-to
learn more about topics they already teach.
Teacher participation in courses ranged
from above 60 percent for classes provided by
the school of education or those explicitly targeted to teachers, to a little over 20 percent
for computer science and some other science
courses.
Overall, 16 percent of teachers earned a
certificate for the course they took, twice
the rate of average MOOC participants.
