Despite Spotty Progress,
Nation's Schools Earn a 'C'

scores, along with high school graduation rates.
Massachusetts and New Hampshire-both in the
top five states overall in Quality Counts-lead the
nation in 4th grade reading on NAEP.
Postsecondary education can open doors allowing young people to access career opportunities
and states to enhance their economic competitiveness. Moving students into postsecondary pathways is a critical goal of K-12 education systems.
Leading states are often near the top of rankings
for postsecondary participation. Massachusetts,
New Jersey, and New York all rank in the top 10
states this year and were among the top five for
postsecondary participation.

In states that struggle in the grading, schools
and students often face stumbling blocks in earlychildhood education, higher poverty, lower academic achievement, and reduced opportunities for
postsecondary schooling. These states also often
have lower spending on K-12 schools.

Progress in a Handful of States
Four states-California, Mississippi, North Dakota, and Oregon-saw gains of a point or more
in their overall grades between 2017 and 2018, a
small but meaningful increase in the context of
this year's report.
California's overall grade improved the most
of any state (1.3 points). The jump in its overall
score was largely driven by a gain in the school
finance category, specifically gains in per-pupil
spending (as adjusted for regional cost differences) and the percent of students in districts
spending at or above the U.S. average.

Mississippi boosted its results across a range
of metrics, including family income, preschool
enrollment, and high school graduation. By
contrast, North Dakota lost some ground on
family income and preschool enrollment but
gained substantially in school finance. Oregon
made strides in postsecondary participation
and annual income, among other areas.
It might take a crystal ball to accurately forecast
the precise mix of conditions and programs that
each state would seek to promote changes. But
education policies and shifting economic outcomes
can influence results on the scorecard. As the editors of the first Quality Counts wrote more than
two decades ago-when the nation also received
a grade of C overall-public education systems in
the 50 states "cannot be transformed quickly, but
they can be significantly improved." n

CHANCE FOR SUCCESS
The Chance-for-Success Index
combines information from 13
indicators intended to offer
perspective on the role that
education in a state plays as a
person moves from early childhood
through the formal pre-K-12 school
system and ultimately into
postsecondary education and/or
the workforce.
Several indicators, such as family
income and parent education, examine
educational foundations in early
childhood. Measures of participation
and performance from the school
reading and math scores from the
National Assessment of Educational
Progress, high school graduation
rates, and other indicators. Outcomes
in adulthood, such as educational
attainment and annual income, form
an additional component of the
analysis. Most data for the index are
taken from the U.S. Census Bureau's
2016 American Community Survey.

K-12 ACHIEVEMENT
The K-12 Achievement Index
examines 18 distinct measures of
reading and math performance, high
school graduation, and success on
Advanced Placement tests. It scores
states on current performance,
changes over time, and povertybased gaps. Data for the index are
largely drawn from the 2015 National
Assessment of Educational Progress.

SCHOOL FINANCE
The school finance analysis evaluates
two dimensions of state performance:
spending and equity.
To assess state spending patterns in
K-12 education, the Education Week
Research Center analyzes results on
four metrics: per-pupil expenditures
adjusted for regional cost differences,
percent of students in districts with
per-pupil spending at or above U.S.
average, Spending Index, and percent
of total taxable resources spent on
education. State expenditures are
adjusted by factors such as regional
cost differences to facilitate
apples-to-apples comparisons.
For the equity component of the
grading, the Research Center
conducts an analysis to capture the
degree to which education funding is
equitably distributed across the
districts within a state. Equity is
measured by four distinct indicators:
Wealth-Neutrality Score, McLoone
Index, Coefficient of Variation, and
Restricted Range.
The finance analysis is based on
the most recent information
available from federal agencies,
which is from 2015.
